I have a degree from a country that is not an EU member state. Can I still apply for a vacancy?

Only degrees that have been awarded in the EU Member States or that are subject to the equivalence certificates issued by the authorities in the EU Member States will be taken into consideration. Qualifications/diplomas awarded in the UK until 31/12/2020 are accepted without further recognition.
